Tenders Are Invited for Consulting for the Design of the Binational Border Attention Centers in Rumichaca and Mataje – Alto Mira and Frontera (nariño)
CAF invites consulting firms to submit proposals to develop the final studies and designs for the Binational Border Assistance Centers (CEBAF) at the Rumichaca and Mataje–Alto Mira y Frontera border crossings, located on the border between Colombia and Ecuador.
The consultancy includes a comprehensive evaluation of the existing infrastructure and previously prepared studies, in order to determine its feasibility of use, identify updating needs and define the interventions required to guarantee modern, efficient facilities that are integrated with the binational border control processes.
In Rumichaca, the project includes studies and designs for the construction of the CEBAF (Border Assistance Center) on the Colombian side. In Mataje–Alto Mira and Frontera, it includes studies and designs for improving the border crossing over the Mataje River, through the construction of cargo and passenger terminals that will comprise the CEBAF on Colombian territory.
The consultancy will analyze the current operation of both border crossings, identifying saturation levels, bottlenecks, functional constraints, and obsolescence of the existing infrastructure. Based on this assessment, the necessary solutions will be defined, including expansion, functional reorganization, modernization, reinforcement, or complete redesign.
The studies must be developed in accordance with current Colombian regulations and the guidelines established by the National Planning Department (DNP), the Integrated Management Model of Controls and Services at Land Border Crossings and the specifications of Phase III studies and designs of INVÍAS, guaranteeing adequate conditions for the care of people, vehicles and cargo in the border corridors between Colombia and Ecuador.
Aim
Prepare the final studies and designs for the construction of the Binational Border Assistance Centers (CEBAF) at the Rumichaca and Mataje–Alto Mira and Frontera border crossings, in the department of Nariño, based on the diagnosis, technical review and comprehensive evaluation of the existing infrastructure and documentation.
Reference budget
USD 730,000 (seven hundred and thirty thousand United States dollars).
Implementation period
Eight (8) calendar months counted from the date of signing the contract.
Presentation of proposals
Proposals must be submitted no later than June 29, 2026 at 23:59 (Bogotá, Colombia time) .
