General Procurement Notice For: Cambodia Regional Connectivity Improvement Project Phase 1

The Ministry of Public Works and Transport (MPWT) of the Royal Government of Cambodia (RGC) has applied for financing support from the World Bank's (WB) International Development Association (IDA) to implement the CRCIP Phase 1 of Multiphase Programmatic Approach (MPA) with an implementation period of eight years starting in 2026. The CRCIP will support inclusive growth and job creation in Cambodia through targeted investments in regional road infrastructure and the enhancement of institutional capacity in logistics and trade facilitation. The Project Development Objective is to improve resilient transport connectivity along selected sections of the Asian Highway 21 regional corridor and increase national logistics management capacity.
MPWT is responsible for overall project implementation, technical supervision, execution, and management of the Project. The Project Director and Project Manager will be responsible for the day-to-day implementation, supervision, and operation of the CRCIP, including contract administration of works, services, and supply of goods. Ministry of Commerce (MOC) is the lead technical partner for project activities related to trade facilitation.
The CRCI project will include the following components:
Component 1: Road Corridor Improvement, including:
Sub-component 1.1: Climate-resilient Road Corridor Improvement and Maintenance: will finance the improvement of the condition, climate resilience, road safety, and maintenance of approximately 247 km of the AH21 road corridor sections of National Roads 64 (NR64), NR62, and NR9 in Cambodia. These road sections will be improved with resilient designs, within the agreed Corridor of Impacts (COI) to meet the Asian Highway Class II Standards, including carriage way of 7-meter asphalt-concrete (AC) paved two traffic lanes (3.5 meters for each direction) and 2-meter paved road shoulders on each side to enhance traffic safety and provide a dedicated lane for motorbike users. Roadworks will also integrate the installation of underground ducts for future fiber-optic cable deployment, thereby facilitating future expansion of broadband access and rural digital connectivity along the corridor. The improvements will upgrade all sections to more resilient AC pavement and strengthen or replace bridges to enhance climate resilience. The Output and Performance-Based Road Contracts (OPBRC), with 30 months of construction and 48 months of maintenance period, will be used with private contractors responsible for both the construction and maintenance phases.
Sub-component 1.2: Implementation Support and Works Supervision-ISWS: This sub-component will finance engineering consulting services for the implementation support and supervision of road works. The supervision consultant will be essential to ensuring the quality and timely implementation of activities under Sub-component 1.1, as well as verification of compliance of works with approved design and project requirements. It will also help MPWT monitor contractor performance under OPBRC arrangements (including maintenance obligations and social and environmental compliance), providing practical lessons for standardizing OPBRC supervision.
Component 2: Institutional Capacity Strengthening in Logistics and Trade Facilitation, including:
Sub-component 2.1: Institutional strengthening in logistics and multimodal transport management. This subcomponent will include: (a) development of the National Logistics Information Center and (b) institutional strengthening for multimodal transport planning and management, including the development of a regulatory framework and technical standards for multimodal transport management.
Sub-component 2.2: Strategic capacity building on trade facilitation and regional integration: The subcomponent will focus on technical assistance across three mutually reinforcing areas: (a) strengthening cross-border trade frameworks; (b) providing technical assistance on logistics and value chains; (c) advancing the foundations of the digital trade ecosystem. The MOC is the lead technical partner for implementing this subcomponent.
Sub-component 2.3: Modern truck overloading control system: This subcomponent, implemented by MPWT, will finance the deployment of a modern digital system for truck overloading control, including system software, hardware, and equipment. The activities cover developing a weigh-in-motion (WIM) network, selecting priority locations for sensor installation, establishing a centralized digital weight monitoring platform at MPWT, and interoperability and integration of the WIM data with other relevant platforms.
Component 3: Phase 1 Project Management and Phase 2 Preparation:
This component will finance project management-related costs for Phase 1, including goods, consultancy services, and incremental operating costs. The funds will be used to support project management functions by MPWT, including procurement, financial management, technical advisory activities, gender mainstreaming activities, environmental and social standards oversight, monitoring and evaluation, stakeholder engagement, beneficiary satisfaction surveys, training, and incremental operation costs. It will also support strengthening the internal audit capacity of MPWT. The component will also finance technical studies, environmental and social assessments, and feasibility studies for Phase 2 preparation and readiness in line with the program objectives.
Component 4: Contingent Emergency Response:
This component will provide a mechanism for immediate response to an eligible crisis or emergency, should one occur during the project period. In such an event, the Government may request the World Bank to re-allocate project funds to support emergency response and recovery activities in line with World Bank procedures.
The CRCI project will include several major procurement activities, which are:
(i) Works: 4 contracts for Rehabilitation and Maintenance of total 247 km of National Roads (sections of NR64, NR62 and NR9), using the World Bank’s standard bidding document (English version) for Output and Performance-Based Road Contracts (OPBRC) under the method of Request for Bids (open, international, one stage two-envelope, rated criteria, without prequalification), with a cost estimate of US$ 27 – 29 million each with a total financing of over US$110million.
(ii) Consulting services: 1 contract for Implementation Support and Works Supervision Consulting Services (ISWS) for road rehabilitation and maintenance, using the World Bank’s standard Request For Proposal - RFP (English version) for supervision services under Quality Comparison Based Selection (QCBS) method subject to prior review.
(iii) Several other consultancy firm services contracts and procurement of goods for the project activities related to the national logistics information management system, truck overloading control systems, and logistics/trade facilitation activities.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Regulations - Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services (February 2025 edition), setting forth the World Bank’s policy on conflict of interest and is open to all eligible firms and individuals as defined in the Procurement Regulations After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website, on the Ministry of Public Works and Transport (https://mpwt.gov.kh) and the Ministry of Economy and Finance’s Websites (https://mef.gov.kh).
