Request for expression of interest for IDU strengthening consultancy in Bogotá
With the aim of strengthening the IDU, CAF invites expressions of interest for a consultancy aimed at improving the institutional capacity of this entity in charge of urban mobility and public space projects in the Colombian capital.
CAF - Development Bank of Latin America and the Caribbean - invites expressions of interest for a consultancy aimed at strengthening the institutional capacity of the Institute of Urban Development (IDU) in the structuring and management of mobility and public space infrastructure projects in Bogotá, within the framework of a technical cooperation with the Mayor's Office of Bogotá.
Project objective
Strengthening the institutional capacity of the Institute of Urban Development (IDU) through the diagnosis and optimization of its processes, methodologies and organizational structure for the structuring of urban mobility and public space infrastructure projects, in order to improve the efficiency in the execution of works in Bogotá.
Project description
The project includes the provision of consulting services aimed at strengthening the institutional capacity of the Institute of Urban Development (IDU) in the structuring of infrastructure projects for urban mobility and public space.
The consultancy will include a comprehensive diagnosis of the IDU's institutional capacity, which will encompass the review of its processes, procedures and methodologies, as well as the identification and systematization of national and international good practices applicable to the context of Bogotá.
Based on this analysis, proposals will be formulated to optimize project structuring, including improvements to processes and methodologies, as well as easily implemented recommendations. Additionally, an update to the institutional organizational chart and the design of tools and protocols to strengthen project management, monitoring, and execution will be proposed.
The scope also considers the analysis of contracting models, budget performance, risk management, and technical, financial, and contractual structuring, in order to improve efficiency and quality in the execution of public works in Bogotá.

Reference budget: USD 562,000 (five hundred sixty-two thousand dollars)
Contract execution period: fourteen (14) calendar months
