Tenders Are Invited for Managed Service Provider (MSP) | External Hiring
Description :? The aim of this tendering procedure is to conclude a single agreement with a single contractor. Hecht has chosen to centralize the entire external hiring process with a Managed Service Provider (MSP), for whom directing hiring is the core activity and who supports this process with a Vendor Management System (VMS). Hecht expects to have a structural need for external hiring in the coming years. For 2026, an amount of approximately € 6,300,000 (excluding VAT) has been budgeted for this purpose. This consists of approximately € 3,250,000 (excluding VAT) for functions within the regular process, approximately € 1,550,000 (excluding VAT) for scheduled deployment, and approximately € 1,500,000 (excluding VAT) for project-based (cluster) deployment. It is expected that similar amounts will remain necessary in future years. In addition, Hecht is preparing for potential crises and future-proof infectious disease control. This may result in the need to scale up external personnel within a short timeframe in the event of a crisis or, for example, a pandemic. An estimate of approximately € 65,000,000 excluding VAT is included for this purpose. Hecht cannot foresee whether and when this deployment might be necessary. A structural annual increase has been visible in recent years. A larger increase may be expected in the event of an increase in pandemic preparedness, the allocation of tasks, etc. The effects and magnitude of this are difficult to estimate. Therefore, Hecht is increasing the maximum contract value for the Framework Agreement by 50%. This results in a total contract value, including extension options, of € 173,100,000 excluding VAT
