Public Competition:engineering Design, Authors Supervision and Construction and Assembly Works for the Construction of a Building for the Needs of the Tourist Information Center Tic in the Village of Ognyanovo, Municipality of Garmen
The subject of the current public procurement is "Engineering Design, Author's Supervision and Construction and Installation Works for the Construction of the Building for the Necessities of the Tourist Information Center in the Village of Ognianovo, Municipality of G'rmen".
The main purpose of the current public procurement is to select an external contractor for the preparation of the investment project in the "technical project" phase for the object of the Tourist Information Center in the Village of Ognianovo, to exercise author's supervision over the construction and implementation of the construction and installation works and all other related activities necessary for the implementation of the project in accordance with the Dobreniia Project
This Public Procurement Notice is submitted for the implementation of the Administrative Agreement for the Provision of Grant-in-Aid under the Program "Regional Development 2021-2027" through the Procedure for the Direct Provision of Grant-in-Aid Bg16ffpr003-2.002 "Support for Integrated Urban Development in 40 Urban Municipalities", Introduced in the Issue for the Purposes of the Administrative Agreements under No. and Designation Bg16ffpr003-2.006 "Support for Integrated Urban Development in 40 Urban Municipalities", No. From the Issue- Bg16ffpr003-2.006-0075-c01 From 27.11.2025 G. With the View of the Environment, Consideration Should Be Given to the Implementation of the Construction, Subject to the Present Public Order.
After the Completion of Construction Activities, the Contractor shall take measures to reduce the emissions of noise, dust and pollutants.
When completing construction and assembly work, the Contractor shall limit his activities only to the construction site.
The Contractor shall minimize and reduce the negative impact on the construction site.
After completing construction and assembly work, the Contractor shall restore the construction site to its original condition - remove the machinery and equipment and any materials that have been introduced and leave the site free from waste. During the construction of the facility, the builder must comply with the provisions of the normative acts in force in the Republic of Bulgaria, in particular with respect to the environment, and must comply with such obligations. All expenses for the quality of the environment shall be determined from it.
Considering the waste generated during construction, the builder must take measures to prevent or reduce its quantity, and when waste occurs, take immediate action to limit its consequences for the health of people and the environment.
Requirements relating to the principle of "non-attribution of significant value" in accordance with the Regulation on the Mechanism for the Establishment and Sustainability of the European Parliament and of the Council of 18 June 2020 establishing a framework for facilitating sustainable investment and amending Regulation (EC) No 2019/2088 on taxonomy, the Commission shall implement the agreement concluded as a result of the implementation of this public procurement procedure in accordance with the six environmental objectives and the requirements of the technical guidelines for the application of the principle of "non-attribution of significant value" In accordance with the Regulation on the Mechanism for the Establishment of a Sustainable Investment Facility and within the meaning of Regulation (EU) 2020/852 of the European Parliament and of the Council of 18 June 2020 establishing a framework for facilitating sustainable investment and amending Regulation (EU) 2019/2088 of the Taxonomy Regulation. The principle of non-infringement of significant values ??should be interpreted within the meaning of Article 17 of the Taxonomy Regulation. This Article defines what constitutes "significant harm" for the six ecological objectives covered by the Taxonomy Regulation:
1. A given activity is deemed to have significant harm to the mitigation of the consequences of climate change if it leads to significant greenhouse gas emissions;
2. A given activity is deemed to have significant harm to adaptation to climate change if it leads to increased adverse impacts on the current and expected future climate, on the activity itself or on people, nature or activities
3. A given activity is deemed to have significant harm to the sustainable use and conservation of water and marine resources
