Tenders Are Invited for Request for Proposals – Consulting to Strengthen the Governance of the Ibero-american Alliance 500+
Call for applications from February 11 to March 6, 2026
CAF invites legal entities to submit proposals to strengthen the governance model, institutional coordination, and regional strategic projection of the Ibero-America 500+ Alliance. The consultancy will last eight months and has a maximum budget of USD 65,000. Proposals may be submitted until March 6, 2026.
CAF – Development Bank of Latin America and the Caribbean – invites legal entities to submit proposals within the framework of the Technical Cooperation “Support for the Alliance of Ibero-American Cities 500+”, aimed at strengthening the governance structure, institutional articulation and strategic projection of this regional initiative.
The consultancy will last 8 calendar months and have a maximum budget of USD 65,000.
Context
The Iberoamerica 500+ Alliance emerges as a space for cooperation between Ibero-American cities that will celebrate their 500th anniversary by 2050, with the purpose of articulating agendas for sustainable urban development, shared cultural identity, and territorial innovation.
Within the framework of the Santa Marta Declaration, promoted by CAF and the Ibero-American General Secretariat (SEGIB), the Alliance seeks to consolidate a mechanism for articulation between cities that allows strengthening subnational capacities, promoting strategic projects and projecting a common agenda towards 2050.
To support this phase of institutional consolidation, CAF needs to hire a specialized firm to support the design and implementation of its governance model.
Objective of the consultancy
Design and structure the governance model of the Ibero-American 500+ Alliance, defining its mechanisms for institutional articulation, decision-making, technical coordination and regional strategic projection.
Main activities
The consulting firm must:
Prepare the work plan and detailed schedule.
Design the organizational structure and governance model.
Define roles, functions and coordination mechanisms among participating cities.
To propose guidelines for the institutional and operational sustainability of the Alliance.
Facilitate validation spaces with key stakeholders.
Prepare the governance framework documents and strategic roadmap.
Expected products
Work plan approved.
Governance model document.
Proposal for organizational structure and articulation mechanisms.
Toolkit and methodologies for the operation of the governance framework.
Strategic roadmap.
Consolidated final report.
Required profile
Legal entities with proven experience in the following areas may apply:
Design and strengthening of governance models for multi-actor alliances or networks, or in the institutional strengthening of subnational entities.
Organizational analysis, development of protocols, guides and/or operational tools, definition of decision and coordination mechanisms.
International cooperation and territorial development.
I work with subnational governments and multilateral organizations.
Regional projects in Latin America and/or Ibero-America.
