Request for expressions of interest
the government of belize (gobz) has received financing from the caribbean development bank (cdb) towards the cost of the technical assistance – implementation of multi-hazard impact-based forecast and early warning system for the belize river watershed project and intends to apply a portion of the proceeds to eligible payments under this contract. payment by cdb will be made only at the request of gobz and upon approval by cdb, and will be subject, in all respects, to the terms and conditions of the grant agreement. the grant agreement prohibits a withdrawal from the grant account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of cdb, is prohibited by a decision of the united nations security council taken under chapter vii of the charter of the united nations. no party other than gobz shall derive any rights from the grant agreement or have any claim to the proceeds of the grant.
the ministry of finance, investment, economic transformation, civil aviation, and e-governance is the executing agency of this project and now wishes to procure consultancy services to update and expand flood early warning systems and conduct training on flood early warning operation, configuration, and maintenance.
the objective of the consultancy is to enhance and expand the existing functionality of the hydrologic forecast system while further developing the capacity of belizean stakeholders. this will contribute to project output 1 current observation network, modelling and analysis tools improved. key aspects will include:
expansion of forecast system and modelling to include the entire belize river basin.
incorporation of hydrometeorological station data within the macal and belize rivers.
reservoir operations updates.
reestablish nms weather research and forecasting (wrf) and european center for medium-range weather forecast (ecmwf) model forecasts integration.
coordination of hydrologic forecasts with san ignacio flood inundation tool.
capacity development of belize stakeholders through in-person training and extended support.
further details can be found in the attached terms of reference. the duration of the assignment is expected to be for a period of seven (7) months and will require a total of 230 person days. the ministry of finance, investment, economic transformation, civil aviation, and e-governance now invites interested eligible consulting firms to submit expressions of interest (eoi) for the provision of these consultancy services.
