General Procurement Notice For: Support the Preparation of the Guatemala Energy Transition Support Project Implemented By Inde

The Republic of Guatemala has received a donation from the World Bank in the amount of USD 1,000,000.00 to cover the cost of preparing the Energy Transition Support Program for Guatemala , and intends to allocate part of the accrued funds to payments for goods, non-consulting services and consulting services contracted under this project.
The overall development objective of the donation is to strengthen the preparation of the project "Support for the Energy Transition in Guatemala," through the execution of specialized technical studies, the design of management models for EEM, and the institutional strengthening of INDE, which will promote its technical, environmental, social, and administrative viability.
The donation will finance the following activities: (i) specialized technical studies for the preparation of investments in geothermal energy and electricity transmission, including LIDAR surveys in the Tecuamburro and Moyuta geothermal fields, as well as the geological and geochemical studies of these fields, and the technical study of the National Interconnected System, considering the projected growth of the 400 kV transmission network; (ii) institutional strengthening activities to carry out the technical diagnosis of a municipal electricity company and to conduct an institutional study of INDE aimed at creating a Strategic Projects Management; and (iii) project management activities that include the hiring of key consultants (including social, environmental and legal specialists) and a financial audit.
Procurement financed by the World Bank will be conducted through the procedures specified in the World Bank Procurement Regulations for Investment Project Borrowers (Procurement Regulations, February 2025) and is open to all eligible companies and individuals as defined in the Procurement Regulations. Following project negotiations, the World Bank will publish the agreed-upon initial procurement plan and all subsequent updates on its external website once it has received the corresponding no-objection.
Specific procurement notices for contracts subject to open international public procurement will be announced, as they become available, on the Bank's external website, on the State Procurement and Acquisitions Information System of the Republic of Guatemala -Guatecompras- (www.guatecompras.gt), on the INDE institutional site or other means defined by the borrower.
