Tenders are invited for assignment of services of a specialized quality control consultant (ESPEL)
This contract concerns the provision of quality control consultant services (ESPEL), which was established by Law 2372/1996 (Government Gazette A 29/28.02.1996), Article Fourth, paragraph 4. The institutional framework for the operation of ESPEL, which includes the inspection process, the obligations of the involved services to provide data and information, free access to construction sites and sources of material procurement, as well as the method for rectifying identified defects and the quality characterization of projects, is regulated by Joint Ministerial Decision No. 64517/E.Y.S. 6195/02.10.2003 (Government Gazette B 1539/17.10.2003) titled Regulation of all issues related to quality inspections in public works carried out by a special consultant, the specific operational issues thereof, and any other relevant details, as amended and in force. The main responsibility of ESPEL is to conduct sampling verification inspections of quality in public works carried out by entities of the broader public sector and co-financed by the European Union. Within the framework of this contract, the inspections of ESPEL will focus on infrastructure projects that are included and financed by resources from the ESF of the programming period 2021-2027, the programming period 2014-2020, and the programming period 2007-2013.
