Tenders Are Invited for Recruitment of An Individual Consultant Responsible for the In-depth Financial Analysis of the Implementation of the Regional Climate Change Adaptation Fund in the Niger Basin
the Services Provided Under This Service Include the Following Activities:
propose the Amount of the Initial Allocation to Be Financed Per Country in Order to Ensure on the One Hand the Financing of the Operation of the Fracc/bn Technical Secretariat for the First Two Years and on the Other Hand, the Financing of the First Call for Projects for Sustainable Management of the Basin Over a Period of Three Years;
carry Out An In-depth Analysis at the Level of Nba Member States, and Propose the Criteria and Rate of National Taxes and Fees to Be Remitted Annually to the Fracc/bn Under the “user-pays” and “polluter-pays” Principles;
propose a Strategy Accompanied By An Action Plan for Bringing National Legislation Into Line with the Requirements of the Fracc/bn;
propose Elements of Advocacy to Member States and Tfps for the Operationalization of the Fracc/bn;
evaluate for the First Two Years of Implementation All the Financial Costs Inherent to the Functioning and Operationalization of the Fracc/bn; This Activity Involves the Detailed Description of Human Resources, Necessary Logistical Means and the Operating Budget; It Will Also Make It Possible to Evaluate the Content of the Bodies, Their Composition, the Number and Holding of Sessions and the Financial Implications;
propose a Timetable for the Gradual Establishment of Fracc/bn Bodies Over Two Years (recruitment of Dedicated Staff and Deployment); This Activity Builds on the Elements Highlighted in the First Specific Objective;
make a Financial Assessment of the Budget Necessary for the Operation of the Fracc/bn Technical Secretariat for the First Two Years;
conduct Prospecting with at Least Three Regional Financial Institutions and After a Reasoned Analysis, Identify the Regional Financial Institution Which Will House the Financial Resources of the Fracc/bn; a Draft Agreement with This Identified Financial Institution Will Be Proposed as Part of This Mission.
