Tenders Are Invited for consulting services - individual) kindom of eswatini technical support to public finanacial management reforms
The Kingdom of Eswatini has received financing from the African Development Bank towards the cost
of the Technical support to Public Financial Management Reforms in Eswatini project and intends
to apply part of the agreed amount for this grant to payments under the contract for the recruitment of
an individual consultant (Public Financial Management Advisor) to support to government of Eswatini
to in strengthening its PFM system.
The services included under this contract are meant to provide technical advice and support to the
Ministry of Finance and other relevant stakeholders through improving budget planning and
preparation, execution, enhancing financial reporting, improved cash management, and ensuring
effective internal controls and audit practices. Detailed scope of work is included in the Terms of
Reference.
The Ministry of Finance now invites eligible consultants to indicate their interest in providing these
services. Interested consultants must provide information indicating that they are qualified to perform
the services (through a detailed Curriculum Vitae with a description of similar assignments
undertaken, experience in similar conditions, availability of appropriate skills among, etc.).
The assignment will be for a period of 24 months.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s Procurement Policy for the Bank Funded Operations (October
24, 2015) “Rules and Procedures for the use of Consultants” which is available on the Bank’s website
at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses
interest.
