Tenders Are Invited for Review and Drafting of An Amended Ict Law
The Government of Rwanda (GoR) has received funding from the World Bank and the Asian Infrastructure Investment Bank for the Digital Acceleration Project (henceforth referred to as the “Project”), which became effective in March 2022. The Project aims to transform Rwanda’s digital landscape by expanding connectivity, enhancing digital service delivery, fostering innovation, and promoting inclusive access to ICT services.
The Government of Rwanda has received financing from the World Bank toward the cost of the Rwanda Digital Acceleration Project and intends to apply part of the proceeds to review and drafting of an amended ICT law
Rwanda Information Society Authority (RISA) now invites eligible consulting firms with a high-performing and qualified experience to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows.
The assignment will be entrusted to a firm or consortium (the “Consultant”) with proven legal expertise and relevant international experience in successfully carrying out similar assignments. Eligibility criteria include:
International experience in the field of digital/ICT law, including in areas such as cybersecurity, data protection, electronic certification, electronic services, e-government, e-commerce, regulation of new technologies etc., with at least ten (10) years of experience in the analysis and development of related legal frameworks, including for public sector clients
At least three similar assignments carried out in the last five (5) years, preferably in comparable contexts (sub-Saharan Africa, emerging countries, etc.). This includes conducting legal reviews, benchmarking, consultations and drafting, resulting in national or regional legal frameworks on the topics linked to digital transformation.
Prior experience in national ICT legal reforms, especially in Africa or other emerging economies, are preferred
The firm is required to propose highly qualified legal and technical team. The proposal should clearly list the team members, their roles, experience and qualifications. No individual biodata required
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected and all partners must be registered in eProcurement System for Rwanda.
