Expression of Interest Individual consultant service: hiring an individual consultant: accountant
The Ministry of Finance of the People's Democratic Republic of Algeria has received a technical assistance grant equivalent to 250,000.00 (two hundred and fifty thousand) US dollars from the Islamic Development Bank (IDB) to cover the costs of the Herfati project entrusted to Al Salam Banque Algérie to promote entrepreneurship and financial inclusion of micro-entrepreneurs in the artisanal and agricultural sectors, and intends to use part of the funds for eligible payments under the individual consultant services contract for which this expression of interest is issued.
The services include [an audit engagement to express a professional opinion on (i) whether the Project Financial Statements (PFS) give a true and fair view of the financial position of the Project as at [dd/mm/yy] and of the funds received and expenditures incurred during the year then ended, (ii) the eligibility for Bank financing of Project expenses reimbursed on the basis of the expenditure statements and their representation in the PFS. For this purpose, the auditor shall conduct such examination as may be necessary of the financial statements, basic records and control systems. The Auditor shall also express an opinion on the correct application of the Islamic Development Bank Guidelines and in accordance with the Project Financing Agreement No. [DZA1008].

Al Salam Bank Algeria invites eligible accounting audit consulting firms to express their interest in providing the above services. Interested consultants must provide specific information demonstrating that they are fully qualified to perform the services (documentation, references to similar services, experience in comparable conditions, availability of suitable skills among their staff, etc.).
The criteria for establishing the shortlist are: [The auditor must be registered as a certified public accountant with the appropriate professional organization in the country and have substantial experience in auditing major projects in the country. In the case of a public auditor (court of accounts), the audit team must include qualified audit staff with audit experience and relevant references. The same principles must be applied whether the audit is carried out by private or public auditors.]
Key Personnel will not be assessed at the stage of establishing the shortlist.
