Expression of Interest:the Competition Policy
Asian Development Bank (adb) is Implementing a Technical Assistance (ta) Project to Assess Product Market Regulation (pmr) in Four Economies, Bhutan, Kazakhstan, Tajikistan, Thailand, and Cambodia Using the Established Methodology Pioneered By the Organisation for Economic Co-operation and Development (oecd). These Indicators Will Help Benchmark the Regulatory Environment, Identify Areas for Pro- Competition Reforms, and Inform Policy Aimed at Fostering Private Sector Development. Adb Will Engage a Legal Expert with Proven Background in Competition Policy and Regulation to Collect Detailed Information on the Regulatory Frameworks in Cambodia Across a Range of Sectors and Horizontal Regulatory Domains Through Structured Questionnaires. This Will Enable the Construction of Standardized and Internationally Comparable Pmr Indicators.
the Legal Expert Will Independently Complete An Excel-based Questionnaire Provided By Adb and the Oecd. Each Response Must Be Supported By a Citation of the Relevant Legal Source Or Reference, Preferably Including a Link to An Official Online Version—either in English, If Available, Or in the Local Language. Prior to Starting, the Legal Expert Will Receive Technical Instructions on How to Complete the Questionnaire and the Type of Information Required. These Instructions Must Be Followed Strictly; Failure to Comply May Result in the Questionnaire Being Returned to the Legal Expert. the Legal Expert Will Also Receive Written Guidance on How to Answer the Questionnaire and on the Type of Information to Be Collected. He/she Will Also Attend An In-person Training Session. Any Questions—whether Technical Or Content-related—should Be Promptly Raised with Adb Or the Oecd for Clarification.
