General procurement notice for Lot 1: The supply, installation and commissioning of medium voltage capacitor banks (15 kV and 30 kV) with installation and adaptation of medium voltage cells for batteries, in 05 source substations; Lot 2: The supply, installation and commissioning of medium voltage capacitor banks (15 kV) with installation and adaptation of medium voltage cells for batteries, in 05 source substations; Lot 3: The supply, installation and commissioning of a double underground electrical connection of 2x3x630 mm2 Aluminum 30 kV and optical fiber on a section of 8.4 km;
The control and supervision of works services include:
i) technical and administrative monitoring of the execution of works;
ii) verification of calculation notes and civil engineering plans of works and equipment;
iii) factory and on-site acceptance of equipment, validation of tests for commissioning and provisional acceptance of works and
iv) control of the quality of works and quantities implemented in accordance with the Special Technical Specifications Book.
The contracts financed under this component are mainly service contracts with a firm that was recruited for this purpose.
The SID/SERTAS Group (Mali) is the successful bidder for this contract.
Component 4: Environmental and social measures
This component takes into account the awareness-raising and environmental impact mitigation measures to be implemented as part of the works. It also concerns the monitoring and implementation of environmental and social measures, capacity building for the various stakeholders, and environmental surveillance and monitoring. In addition, accompanying measures are planned as part of these environmental measures. These include:
i) Support for women's groups in Kita, Kati, Commune III and Commune IV
ii) The installation of solar panels for the electrification of two primary schools in Commune III of Bamako. The accompanying measures will be integrated into the companies' works contract for their implementation.
The contracts financed under this component are mainly service contracts. A collaboration agreement between Albatros Energie Mali and the National Directorate of Sanitation, Pollution Control and Nuisances (DNACPN) has been signed to monitor the implementation of the ESMP. An NGO will be recruited to raise awareness among the population (procedure in progress).
Component 5: Project Management
This component includes:
i) Project management;
ii) Monitoring and evaluation
Project management concerns the tasks of the Project Owner which are transferred to Albatros Energy Mali through a delegation of Project Management between EDM-SA and Albatros Energy Mali.
Monitoring and evaluation will be used to conduct monitoring and evaluation activities relating to the collection of indicators and impact assessment.
The contracts financed under this component are mainly service contracts. A Project Management contract has been signed between EDM-SA and Albatros Energy Mali.
A design office will be recruited for services relating to Monitoring and Evaluation (procedure in progress).
Component 6: Technical and financial audit of the Project
The services will consist of carrying out one (01) audit mission by an independent consultant on the technical and financial level, in particular the verification of procurement and contract management procedures, the execution of the works in accordance with the standards pre-established by the technical specifications (CPT), the statements and the accounting documents. The audit will also cover the services of the works control and supervision mission. Lasting thirty (30) days, it must be carried out between the provisional and final acceptance of the works.
