GENERAL PROCUREMENT NOTICE AGPM - Morocco - Technical assistance project for the implementation of the Entrepreneurship Support and Financing Program for Job Creation - PAFE-Jobs
...from the Middle-Income Country Technical Assistance Fund (MIC-TAF), a grant amounting to ninety-six thousand Units of Account (UA 96,000) to finance the Technical Assistance Project for the implementation of the Entrepreneurship Support and Financing Program for Job Creation (PAFE-Emplois).
This project has the following primary objectives:
The project aims to strengthen the Government’s capacity to monitor and steer the PAFE-Emplois program. Complementing the Bank’s financial contribution to this program, it supports the Ministry of Economy and Finance (MEF) and other stakeholders in making the program’s implementation framework fully operational, specifically regarding environmental and social (E&S) aspects, as well as monitoring and reporting.
The project exclusively entails the procurement of consultancy services (firms) via an Open Competitive Bidding (OCB) process for: (i) technical support in monitoring and evaluation, E&S expertise, and workshops; and procurement via a Purchase Order for: (ii) the annual E&S performance audit of the program.
The project comprises the following components:
Activity 1 – Support for strengthening the operational capacity of stakeholders regarding E&S standards (climate, environmental, and social risks): providing support to the E&S focal points at TAMWILCOM and MICEPP for the effective implementation of the PAFE-Emplois Environmental and Social Action Plan (ESAP), including: updating TAMWILCOM’s environmental and social management framework; integrating E&S components into the operations manual; and developing a Stakeholder Engagement Plan. support for the development of E&S (environmental and social) specifications for VSEs/SMEs (very small, small, and medium-sized enterprises) under the investment grant component managed by the MICEPP; the production of quarterly reports monitoring E&S implementation; training for stakeholders on E&S aspects; and the conduct of annual E&S performance audits by an independent firm.
Activity 2 – Strengthening institutional capacity for monitoring and reporting within a results-based program: providing support to the Program Management Unit (PMU) for the development and harmonization of financial reporting templates, financial monitoring and data consolidation, the preparation and organization of Steering Committee meetings, the drafting of semi-annual progress reports, and the tracking of disbursements and the implementation schedule.
