Tenders are invited for The subject of this public procurement is "Determining a contractor for design (preparation of a technical project and a project for a detailed urban plan) and construction of the facility: "Construction of the southeastern and southwestern bypass of the town of Haskovo - from the road junction Uzundzhovo at the intersection with road I-8 Haskovo - Svilengrad (including) to the new road junction Bolyarovo at the intersection with road III-806 Haskovo - Mineralni Bani (including)". In this sense, the aim of the public procurement is for the Agency for Road Infrastructure to assign the preparation of a current, complete, and coordinated technical project and project for a detailed urban plan, as well as the construction of a southern bypass road of the town of Haskovo, consisting of the following sections - southeastern and southwestern bypass of the town of Haskovo, combined into one facility and developed along the route of the variant chosen by the Expert Technical and Economic Council of API at the conceptual project stage. The facility should be implemented and put into operation as a single, comprehensive structure, starting from the road junction Uzundzhovo at the intersection with road I-8 Haskovo - Svilengrad (including), passing through the new road junction Haskovo, planned for construction at the exit of the town of Haskovo in a southern direction at the intersection of the bypass road with road I-5 Dimitrovgrad - Haskovo - Kardzhali and ending at the new road junction Bolyarovo at the intersection with road III-806 Haskovo - Mineralni Bani (including). The aim of this procurement is to provide comprehensive, interrelated, and complementary technical solutions, for which the Contractor is responsible for implementation. A project has been prepared for the facility in the phase of "conceptual project". The technical project and construction of the section should be based on the accepted project solutions from the conceptual project for the direct route of each of the sections of the bypass road, as well as on the schemes of road junctions selected by the Expert Technical and Economic Council from the conceptual project. The technical project and the project for a detailed urban plan should ensure the possibility of implementing the investment intention technically and in the field. The contractor must carry out all activities that guarantee the construction of the facility, in accordance with the Terms of Reference for the preparation of the technical project and project for a detailed urban plan, the requirements of the contracting authority for the execution of the specific facility (Appendix No. 1 to the documentation) and the contract for the execution of the public procurement. The documentation for the public procurement includes the conceptual solution, which is for the information of the participants in the procedure only. Errors and omissions in the project development in the conceptual phase, provided by the contracting authority, do not constitute its risk and cannot be grounds for claiming any additional costs from the contractor. Within the technical project, the contractor should investigate the existing networks and facilities of the technical infrastructure falling within the scope of the development, as well as future investment intentions for the construction of such, and to develop projects for their protection and/or reconstruction, coordinated with the relevant operating company or authority. Based on Article 137, paragraph 1, item 1, letter "a" of the Spatial Development Act, the construction is of the first category. Based on Article 5, paragraph 1, item 2 of the Rules for the registration and maintenance of the Central Professional Register of Builders, issued by the Chamber of Builders in Bulgaria, the construction is of the second group: constructions of transport infrastructure. Note: The technical project and the project for a detailed urban plan must be developed in accordance with the Terms of Reference for the preparation of the technical project and project for a detailed urban plan (Appendix A to the documentation) and in accordance with the applicable regulations and technical specifications! Investment project (Project documentation): The investment project (Project documentation) and the project for a detailed urban plan should be prepared in the volume and content defined in the Terms of Reference for the preparation of the technical project and project for a detailed urban plan (Appendix A to the public procurement documentation) and in accordance with the applicable regulations and technical specifications in the field of road construction. The subject of the public procurement includes a description of the activities related to the procurement, according to the Requirements for execution - Appendix No. 1 to this documentation.
