Tender description : General Procurement Notice For: Costa Rica Climate Resilient Recovery and Territorial Development Project project Id: P178049 The Republic of Costa Rica has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of USD 350,000,000 (three hundred and fifty million dollars) and a concessional contribution from the Global Concessional Financing Facility in the amount of USD 20,000,000 (twenty million dollars). It is proposed to use part of the funds to finance the Costa Rica Climate Resilient Recovery and Territorial Development Project and to apply them to payments for the contracting of works, consulting services, non-consulting services and the acquisition of goods that will be carried out within the framework of this project. The Project includes the following components: Resilient Reconstruction of Critical Infrastructure and Services: Urgent disaster and climate reconstruction interventions for the Borrower's recovery, including, but not limited to: (a) gray and green infrastructure to address river and pluvial flooding in selected regions; (b) slope stabilization works; (c) repair, reconstruction, and replacement of bridges and critical road network infrastructure; and (d) watershed-level studies and vulnerability assessments to inform reconstruction investments. Component amount: USD $290,500,000 Strengthening the Capacity of the National Risk Management System: (a) Infrastructure (including the undertaking of detailed engineering studies) for the national and subnational disaster risk management system, including, but not limited to: (i) the construction, adaptation, remodeling and equipping of warehouses and storage facilities for disaster response; (ii) multipurpose emergency shelters; (iii) replacement of the headquarters of the Project Implementing Entity (including an emergency operations center and a storage area for emergency supplies), and the construction, adaptation, remodeling and equipping of facilities to serve as regional situation rooms for the Borrower's national risk management system; and (b) strengthening of early warning systems ("EWS") with a basin-wide approach, including, but not limited to, the acquisition of instrumentation and equipment for the organization of new early warning systems and the strengthening of existing ones; all incorporating energy efficiency standards and climate-smart measures for the reduction of environmental impact and resilience, particularly in the occurrence of floods and other hydrometeorological events. Component amount USD $61,465,043 Project Management: Provision of financing for the management and implementation of the Project, including, but not limited to: (a) conducting Project audits, training, and operating costs; (b) monitoring and evaluation of the Project; (c) compliance with and management of the Project's environmental and social standards, including, but not limited to, preparing required environmental and social instruments, activities for citizen participation and social accountability, conducting accessible and culturally relevant communication campaigns, monitoring climate indicators, and implementing grievance resolution and other participatory mechanisms; and (d) fiduciary administration of the Project, including procurement and financial management. Component amount: USD $18,034,957 World Bank-financed contracts will be procured in accordance with the procedures outlined in the World Bank Investment Project Borrower Procurement Regulations, July 2016 edition, revised September 2025, and all eligible firms and individuals, as defined in those Regulations, may participate. The World Bank will publish the initial Procurement Plan and all subsequent updates on its external website once the corresponding No Objections have been obtained. As they become available, specific procurement announcements for contracts subject to open, international, and competitive procurement will be published on the World Bank's external website, and for open, national, and competitive procurement, the means of local dissemination will be through the Integrated Public Procurement System (SICOP).
