Tenders Are Invited for the Oil Clinic Announces the Launch of Public Tender Number (02) for the Year 2026, Related to Providing Medical Insurance Documentation for Medical Liability at the Oil Clinic. Accordingly, the Committee Invites Specialized Companies That Are Registered and Classified with the Relevant Authorities, and Have Obtained the Necessary Licenses and Certificates to Practice the Activity, and Wish to Participate, to Attend the Office of the Secretary of the Tender Committee at the Oil Clinic Located in the Gharghour Area - Dentistry Department - Second Floor, to Purchase the Terms and Specifications Booklet, Starting From Sunday, 02/08/2026 Until Tuesday, 11/08/2026, During Official Working Hours From 10:30 Am to 2:00 Pm. First: General Conditions for Participation: 1. the Bidder Must Not Be Prohibited From Contracting with Authorities Or Administrative Units Or Excluded From Dealing with Them, and There Should Be No Final Judgment Against Them in a Crime That Undermines Honor, Trust, Or Good Reputation, and a Written Declaration Must Be Submitted in This Regard. 2. the Bidder Must Be Registered and Classified with the Relevant Authorities, Registered with the Oil Clinic, and Have the Necessary Licenses to Practice the Activity. 3. a Copy of the Commercial Register, a Certificate of Registration with the Chamber of Commerce, a License to Practice the Activity, and a Recent Tax Payment Certificate in the Name of the Oil Clinic Must Be Submitted, All of Which Must Be Valid with the Originals Presented for Verification. 4. a Letter of Authorization for the Company's Representative Must Be Attached, Including Their Phone Number, Along with a Copy of Their Identification. 5. Proof of Experience and Technical Competence in the Field of Medical Insurance for Medical Liability Must Be Provided By Submitting a Brief About the Company and a List of the Most Important Similar Works and Contracts Executed. 6. the Main Address of the Company and Its Branches Inside Or Outside Libya, If Any, Must Be Stated, and Agents Or Official Distributors Must Provide Proof of Their Status. 7. a Payment of (1,000) One Thousand Libyan Dinars is Required for Purchasing the Terms and Specifications Booklet, and This Amount is Non-refundable. 8. Only Offers Submitted By Companies That Purchased the Terms Booklet During the Specified Period Will Be Accepted. 9. the Bidder is Obliged to Provide An Initial Guarantee According to Article (43) of the Administrative Contracts Regulation for the Year 2024, Amounting to (42,500.000 Lyd) Only Forty-two Thousand Five Hundred Libyan Dinars, Either in Cash Or By a Certified Bank Check Issued By One of the Banks Operating in Libya in the Name of the Oil Clinic, to Be Deposited Inside the Financial Offer Envelope, and Any Offer Not Accompanied By the Full Amount of the Initial Guarantee Will Be Excluded, and the Initial Guarantee Remains Valid Throughout the Offer's Validity Period. 10. the Successful Bidder Must Provide a Final Guarantee According to Article (64) of the Administrative Contracts Regulation for the Year 2024, at a Rate of (4%) of the Contract Value, Within Thirty Days From the Date of Notification of the Award. Second: Submission of Offers: 11. the Receipt of Technical and Financial Offers Will Start From Sunday, 16/08/2026 Until the End of Working Hours on Tuesday, 25/08/2026, From 10:30 Am to 2:00 Pm. 12. the Technical Offer and the Financial Offer Must Be Submitted in Two Separate and Sealed Envelopes, Inside One External Envelope, with the Tender Name and Company Name Indicated on the Envelopes. 13. a Letter Explaining the Contents of Both the Technical and Financial Offers Must Be Attached to the Offer. 14. All Offers Must Be Submitted to the Secretary of the Tender Committee at the Oil Clinic Located in the Oil Clinic Building - Dentistry Department - Second Floor. Third: Evaluation Procedures: 15. the Envelopes of the Technical Offers Will Be Opened By the Tender Committee at the Time Determined By the Committee. 16. Companies Accepted Technically Will Be Notified of the Date and Place of Opening the Financial Offers, in the Presence of the Company Representatives Or Their Authorized Representatives. 17. Offers Will Be Evaluated and the Tender Awarded According to the Criteria and Foundations Specified in the Terms and Specifications Booklet, and the Lowest Price Alone Will Not Be the Basis for the Award Unless the Offer Meets All Technical, Administrative, and Financial Conditions. 18. the Bidder is Obliged to Keep Their Offer Valid for No Less Than Ninety Days From the Date of the End of the Offer Submission Period, Unless the Terms Booklet Specifies a Longer Period. 19. the Offer May Not Be Modified Or Withdrawn After the Deadline for Submitting Offers Unless in Accordance with the Provisions of the Administrative Contracts Regulation for the Year 2024. 20. Any Offer That Includes Reservations Or Substantial Conditions That Contradict the Terms Booklet Or Affect the Principle of Equality Among Competitors Will Be Excluded. 21. the Bidder Acknowledges That There is No Conflict of Interest Affecting the Integrity of the Tender Procedures, and That They Have No Direct Or Indirect Interest with Any Member of the Tender Committee Or Those Involved in the Contracting Procedures. 22. All Inquiries Must Be Submitted in Writing to the Secretary of the Tender Committee at Least Five Working Days Before the Deadline for Submitting Offers, and the Responses Issued By the Committee Are An Integral Part of the Tender Documents. 23. the Tender Committee at the Oil Clinic Reserves the Right to Cancel the Tender Or Reissue It Or Cancel Any Stage of It Or Not Award It If the Public Interest Requires It, in Accordance with the Provisions of the Administrative Contracts Regulation and Applicable Legislation, Without Any Obligation for Compensation. 24. in Case of Any Conflict Between This Announcement and the Terms and Specifications Booklet, the Provisions of the Terms and Specifications Booklet Shall Be the Reference.
