Request for Bids (RFB) for Services for Cost Challenge, Due Diligence and Organisational Capacity Review for
Research Proposals and Consortium Lead Organisations
This Request for Bids (RfB) seeks to engage a service provider to support SEA DREAM in
two connected areas:1) Cost Challenge: a light-touch, structured financial review of 39 proposal budgets
against cost eligibility requirements; between late August to mid-October 2026.
2) Due Diligence: a desk-based due diligence and organisational capacity assessment
of approximately 15 recommended consortium lead organisations, including any
reserve or alternate applicants as requested by SEA DREAM; between mid-October
to end-November 2026
Scope of Work
The consultancy services are expected to take place between Late August until end of
November 2026. The service provider will deliver two work packages
