The Government of Grenada has received financing from the GEF Trust Fund, administered by the United Nations Environment Programme (UNEP), toward the cost of the Accelerating the Introduction of Low-Emission and Climate-Resilient Electric Mobility in Grenada project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Assignment”) include the provision of expert technical advisory services on renewable energy technologies to support the assessment of generation capacity requirements, the design of solar PV infrastructure for the e-mobility project, and the establishment of a service contract for its installation and operation with GRENLEC. The estimated implementation period is 7 months, with an expected start date of September 2026 through March 2027.

The Ministry of Infrastructure and Physical Development, Public Utilities, Civil Aviation and Transportation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Assignment. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Assignment.
Consultants may associate with other eligible consultants or firms to enhance their qualifications and experience. In the case of a joint venture or association, the lead member shall be identified and shall remain responsible for the overall delivery of the Assignment.
The selection process will follow the procedures for Individual Consultant Selection as outlined in the Public Procurement Act 39 and Public Procurement Regulations SRO 32.
Main Duties
? Carry out a renewable energy generation capacity analysis, addressing the
implications of increased deployment of renewable power generation required for
different scenarios of national fleet electrification
? Prepare technical requirements of the solar PV plant and its infrastructure, and identify its location, including ensuring effective resilience to extreme weather events
? Support the development of a service contract for GRENLEC installation,
operation, maintenance, and data sharing related to the solar PV plant and
charging stations
The Qualification Criteria are
? Advanced degree (Master’s or higher) in engineering, renewable energy, electrical engineering, or a related field
? Proven experience in at least five (5) projects on the evaluation of renewable energy systems
? Proven experience working with renewable energy systems in the region
? Work experience with electric vehicle charging infrastructure
? Proven experience in at least five (5) projects related to multilateral or international funding agencies and electric mobility
? Technical expertise in renewable energy generation systems and infrastructure
? Experience in renewable energy systems operation monitoring
? Experience in the development of workshops on renewable energy generation
? Strong analytical, research, and report-writing skills
? Ability to work effectively with government agencies, utilities, and international partners
? Strong written and oral communication skills in English
? Familiarity with the SIDS context, preferably in Grenada
The attention of interested Consultants is drawn to UNEP’s applicable procurement regulations, setting forth UNEP’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in UNEP’s applicable procurement regulations.
