The Government of Grenada has received financing from the GEF Trust Fund, administered by the United Nations Environment Programme (UNEP), toward the cost of the Accelerating the Introduction of Low-Emission and Climate-Resilient Electric Mobility in Grenada project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Assignment”) include the provision of expert legal and regulatory advisory services to support the development, review, and adoption of comprehensive regulatory frameworks for electric vehicles, charging infrastructure, fuel quality standards, and end-of-life vehicle management in Grenada. The estimated implementation period is 20 months, with an expected start date of August 2026 through March 2028.

The Ministry of Infrastructure and Physical Development, Public Utilities, Civil Aviation and Transportation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Assignment. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Assignment.
The selection process will follow the procedures for Individual Consultant Selection as outlined in the Public Procurement Act 39 and Public Procurement Regulations SRO 32.
Main Duties
Develop regulatory proposal on electric vehicle import specification, licensing and periodic technical inspection requirements
Develop regulatory proposal on technical approval and installation, including
standards and technical specifications, of public and private charging stations
Develop proposal for regulating fuel quality through a just transition
Provide technical assistance to support government approval process, including stakeholder consultations on regulatory reforms
Develop proposal for updating legislation on electric vehicle incentives
Provide technical assistance to support the approval process of the proposal for updating legislation on electric vehicle incentives
Develop proposal to update the national Solid Waste Management Strategy for regulating electric vehicle end-of-life and EV battery reuse
Provide technical assistance to support government approval process of policy and regulations for end-of-life vehicle management
Provide necessary legal information as and when required for project management decisions
The Qualification Criteria are
A university degree (MSc or PhD) in law, regulatory development, contracts, public policy, or a related field;
At least five (5) years’ experience in preparing public regulations, contracts, and policies;
At least five (5) years’ experience working with ministries, national or provincial institutions on regulatory and contractual matters;
Strong analytical, research, and report-writing skills;
Excellent stakeholder engagement and facilitation skills;
Ability to work effectively with government agencies and international partners;
Strong written and oral communication skills in English; and
Familiarity with the Small Island Developing States (SIDS) context, preferably Grenada.
The attention of interested Consultants is drawn to UNEP’s applicable procurement regulations, setting forth UNEP’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in UNEP’s applicable procurement regulations.
