The Government of Grenada has received financing from the GEF Trust Fund, administered by the United Nations Environment Programme (UNEP), toward the cost of the Accelerating the Introduction of Low-Emission and Climate-Resilient Electric Mobility in Grenada project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Assignment”) include the design, implementation, and operationalization of a national transport data management system for Grenada, including a web-based information platform, to enhance the organization and efficiency of data management within public entities and support the e-mobility project. The estimated implementation period is 19 months, with an expected start date of September 2026 through April 2028.

The Ministry of Infrastructure and Physical Development, Public Utilities, Civil Aviation and Transportation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Assignment. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Assignment.
Consultants may associate with other eligible consultants or firms to enhance their qualifications and experience. In the case of a joint venture or association, the lead member shall be identified and shall remain responsible for the overall delivery of the Assignment.
The selection process will follow the procedures for Individual Consultant Selection as outlined in the Public Procurement Act 39 and Public Procurement Regulations SRO 32.
Main Duties
? Identify a list of relevant options of data management systems
? Assess and validate the selection of a proper data management system
? Provide necessary software information as required
? Implement a data management system to enhance the organization and
efficiency of information and data management of public entities
? Deploy a data management system and train end users in its correct usage
? Develop a web-based information platform applied to data management of public
entities
? Deploy an information platform applied to data management of public entities
? Host and design the data management system, including webpage integration
and information platform
? Provide training on data management and operation of the data management
system
The Qualification Criteria are
? Advanced degree (Master’s or higher) in information technology, computer science, data management, or a related field
? Proven experience in the development and implementation of data management systems in the region
? Experience in providing support to public sector entities on data management systems
? Proven experience in webpage design applied to data management
? Experience in projects related to multilateral or international funding agencies and electric mobility
? Technical expertise in data management
? Experience in the development of information platforms
? Proficiency in the use of computer software applications particularly for data management
? Strong analytical, research, and report-writing skills
? Excellent stakeholder engagement and facilitation skills
? Ability to work effectively with government agencies and international partners
? Strong written and oral communication skills in English
? Familiarity with the SIDS context, preferably in Grenada
The attention of interested Consultants is drawn to UNEP’s applicable procurement regulations, setting forth UNEP’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in UNEP’s applicable procurement regulations.
